These days, I've noticed that there are two types of fab houses:

1. Those that don't allow this sort of thing, and

2. Those that do all that for you.


Otherwise, PCB itself doesn't have panelization features, unless you
manually copy and paste the design.  You'd use the "outline" layer to
mark the cuts and stuff, and let the fab house figure out how to make
it happen.

The fab houses don't like us trying to second guess their routing and
grooving machines ;-)
