I get the feeling that is quite out of date. For example, the version of
gtkwave available there:

http://www.geda.seul.org/devel/cygwin/latest/release/gtkwave/gtkwave-20030319-1.tar.bz2


I'm not a cygwin user, so can't really help, but would probably suggest
building the latest release from source code.
