If you use the latest release of PCB (with hi-res QFP packages) you can use a 
following definition:

define(`PKG_LQFP128_14', `PKG_LQFP_40(`$1',`$2',`$3',`128',`14',`970')');

Adding this line to geda.inc should make the footprint with thermal pad 
available as LQFP128_14_EP. The last number defines pad size in 0.01mm.
