   I think I have it.  I saved the layout, quit the program and restarted
   pcb.  Now I'm able to move refdeses.

   When I get more time I'd still like to learn how to upgrade pcb.

     I've found that if text is selected and highlited, I can't move it,
     so
     make sure that it's not selected.
