You can set the polygon to be "solid", "s" key, but it does mean it will
short against everything it touches.
I (think) I added a cheat which allows you to set the pad clearance to
zero (in the PCB file), and recent versions of PCB will "do the right
thing". This isn't available from the UI though (it is on my local
branch), and will trigger a DRC error.
I often just use a small "solid" polygon which shorts against things to
bridge the gap between a pad and a bigger, clearing polygon.
Alternatively - as you guessed, is to use "joined" traces.
