gEDA-user: how to push/commit a new vbpp to geda?

I would like to upload it to this location, but I do not have access: http://svn.seul.org/viewcvs/viewvc.cgi/eda/vbpp/?root=SEUL
How do I upload my updates to vbpp to the above repository? Or should a new repo be created here instead http://git.gpleda.org/ ?
