gEDA and PCB are probably the most actively-developed pieces of software I've ever seen, anywhere, in any category.

I can't point you to these, as I typically use my own, but someone else here can help you with that. Yes, people actively contribute symbols.

Can PCB support multilayer boards? (4,6,8?)

  Yes, very much so.
