^^^^ This is what I always do. Newlib footprints FTW; m4 lib must die.
My gsch2pcb project files look like:

$ cat Board.project
schematics "../Schematic/Schematic.sch"
output-name Board
elements-dir ../Footprints
skip-m4
====
