you can do what used to be done for all through holes on two sided boards, drill the hole oversize, insert a ferrule (copper or brass tube with an outer lip on the top end), flare the small end of the ferrule with a punch and solder the ferrule in; then insert the component leads in the ferrule and solder.

It's hard to drill out the hole and solder both sides with a radial cap.
