Not so, you simply view the solder mask layer, then use the "k" key to
modify the mask opening. For a via with zero mask opening, it will jump
at the first change to the actual via diameter. From there you can
increase/decrease it by the nominal amounts.
The function that does this is ChangeClearSize() which changes the mask
if it's being viewed and changes the polygon clearance if the mask is
not being viewed.
