Can't SVGs be active?
Think hovering over a trace, perhaps clicking it and having the
web-browser (or other SVG viewer) hotlink to the appropriate point in
the netlist?
I've seen similar things done the other way around (netlist connections
to components on the board, in the "smart" PDFs produced by another
package.
