gEDA-user: Huge merged soldermask?

I'm making some smt crystal footprints and arbitrarily chose a .010"
("radius") mask. I'm using jcl's library, so I'm actually putting
in .254mm and it's doing the rest.

One of the footprints (based directly on Fox datasheet) has a small
gap between the pads (only 0.4mm) which causes the mask to merge.
The strange thing is that the OUTER borders of the mask then get much
larger. It's not just the merged mask of the pads, it's a much larger
area:

Element[0x0 "SMD XTAL (2.5x2mm)" "" "" 0 0 0 0 0 100 0x0]
(
   Pad[-3838 2952 -3444 2952 3149 2000 5149 "enable" "1" 0x0100]
   Pad[-3838 -2952 -3444 -2952 3149 2000 5149 "gnd" "2" 0x0100]
   Pad[3444 -2952 3838 -2952 3149 2000 5149 "out" "3" 0x0100]
   Pad[3444 2952 3838 2952 3149 2000 5149 "vcc" "4" 0x0100]
)

If I shrink the pads slightly so the gap opens up beyond the mask
radius, they un-merge and the outer perimeter is much smaller.

(also, in the above example, the unmodified masks would not touch
from left to right, but it still merges the entire thing into a
giant blob instead of two columns)
