most likely, you need guile-devel-1.4 as well.

When I need to find which RPM provides a given file, I usually head to
rpmfind.net. Here's an example:

http://rpmfind.net/linux/rpm2html/search.php?query=guile-config&system=redhat&arch=

which returns a list of RedHat RPMs containing guile-config.
