That's a tricky one.  I would say, do a survey of fab houses and find
the most strict set of drills and stick to those.  Many fab houses
don't limit the drill sizes; they have a full rack.  The ones that do
limit might use the same limited set.  Design for the maximum
line/space rules.  The end user may have to let the fab round the hole
size up to their drill set even so.
