Yes, but you must set some of them through X-resources.  You can either
edit the application defaults file in /usr/X11R6/lib/X11/Pcb/pcb.ad (or
somesuch) for system wide configurations, or copy the relevant parts
into a file that you load into the X server yourself (xrdb -merge
file).  Some of the colours are changeable once you save a layout and
edit it with your favorite ascii editor.   This is documented in the
PCB manual.
