When I had similar complaints, the reason was redundant definition of the
local component library in the various gschemrc and gafrc files that were
loaded on start-up. Maybe you give the local path in ~/.gEDA/gschemrc and
in ~/.gEDA/gafrc again.

This suggests, local-symbols has already been loaded by ~/.gEDA/gafrc
