This made sense back in the days where they would apply a positive or  
negative photo resist  and expose it with the defined apertures from  
the gerbers.  Negative photo resists have higher line resolution,   
allowing for finer features with cheaper resist.

Not having to draw lines on the mask to assemble planes.

Now that computers probably translate everything to negative layers  
and rasterize the exposure onto the resist,  it hardly should matter.
