The only way to do top/bottom footprints is to use pads, which can
have the "onsolder" flag to put them on the other side.  I suppose you
could blend pads and holes (not pins - holes) to get a pair of
donut-shaped pads without plating, assuming your fab doesn't
automatically plate them for you.
