With no voltage applied to the diode, that's precisely what happens.
BTW, this is why there is a 0.65V drop across silicon diodes; you have
to overcome the internal attraction before the diode will function as
anything but a capacitor.
When the diode is reverse biased, however, the EMF from the applied
voltage is orders of magnitude greater than the EMF created from
mutual attraction; thus, the effects of the attraction is essentially
nullified.
