gEDA-user: Some lib footprints have silk on pads

I just noticed by chance (turned off the silk layer while looking) that
the silkscreen on the SSOP28 footprint overlaps the pads.

Perhaps we should scrub the footprints for this kind of problem.

Also, a silk-overlaps-pad DRC might be nice.

Anyone got a better SSOP?  I bet John Luciani has some almost-perfect
TSSOP scripts to modify.  :)
