FWIW, I think "keepout" should be reserved for areas "forbidden" for the
router to route traces in or scripts (disperse, auto-placement, or
whatever we can think of) to place elements in.

One question we can ask ourselves is: "on which layers do we want
"keepout"  to be active or applied ?".


I think "courtyard" could be implemented by drawing 1/100 mil
[rectangular, circular] outlines around footprints.

Maybe even with arcs/lines having a width of 0 mil/100 (or mm).

Arcs/Lines having a width of 0 are not supposed to be printed, so would
it hurt to apply them to a footprint ?

It's just that almost none of the footprints I have seen so far, contain
a "courtyard".

It could be worth a DRC ;-)
