xfig seems to do it the right way:
It produces two files --- an eps file with all the graphics and a tex
file to include into your latex document. The commands in the latex file
typeset the text and place it at the proper place.

An example of the latex output of xfig looks like this:

\begin{picture}(0,0)%
\includegraphics{latextest.eps}%
\end{picture}%
\setlength{\unitlength}{4144sp}%
%
\begingroup\makeatletter\ifx\SetFigFontNFSS\undefined%
\gdef\SetFigFontNFSS#1#2#3#4#5{%
  \reset@font\fontsize{#1}{#2pt}%
  \fontfamily{#3}\fontseries{#4}\fontshape{#5}%
  \selectfont}%
\fi\endgroup%
\begin{picture}(5809,2820)(646,-2836)
\put(2251,-331){\makebox(0,0)[lb]{\smash{{\SetFigFontNFSS{20}{24.0}
{\familydefault}{\mddefault}{\updefault}{\color[rgb]{0,0,0}$\beta + \int^
\infty ds$}%
}}}}
\end{picture}%
