     The EMC2 discussion list might be good for that.  Also HeeksCAD

   Drilling is relativity easy if you use Gcode and then use EMC2 to
   actually do the drilling.  PCB can create the Gcode directly with the
   Gcode exporter.  I was also working on a program to create the Gcode
   file from the Gerber file.  That turned out to be easy to do.  If you
   want to see the code just let me know.
   For the others I do not know of an all in one solution that I like.
   Milling is not difficult (assuming you are wanting to generate Gcode
   again) if you plan to use the same size bit as the trace width and you
   just want to mill down the center of the trace.  I assume it could be
   added to the Gcode exporter if it is not already there.  The problem is
   if you want to use a smaller bit than the hole that you want to mill.
   It is not impossible it just takes more consideration than I have put
   into it so far.
