gEDA-user: How do I really design footprint with pcb?

   Hi!
I got one module from my friend (his design) which has about 50
connectors which can be then soldered to SMD pads. Usually I do this by
starting from ready symbol and tweking it with emacs.
Unfortunately this time it is too hard. The pads are all over the
   module with no real pattern.
I started with background image and copied the footprint to PCB and
   I've been following this guide:
   http://ronja.twibright.com/guidelines/footprints.php
Instruction number 5: Draw an alignment cross in the component
reference point (usually the centroid). Use two rectangles placed on
   "unused" or "unused1" layer
What? I don't have those layers. And is that cross some special thing?
And is that guide up to date? I so promise that I will try to write
better guide when I master this.
