I have absolutely no issues with adding this "GLOBAL" attribute
to the standard list. However, is "GLOBAL" really the best name?
I've gotten in trouble in the past naming attributes general things
such as "label" or "name" which mean different things to different
people.

If GLOBAL is the best name, then I'm fine with that too.
Let me know.
