This may come as a surprise to you, but they can't drill arbitrary
hole sizes.  They have a fixed collection of drills, usually wire
sized, that they use.  I always specify drill size, ensure it's a
standard wire drill size, and account for copper plating myself.

If you ask for an in-between size, they're likely to just give you the
next bigger drill.
