gEDA-user: incompatibility warning in README/INSTALL

I noticed, that last years versions of pcb won't load layouts produced 
with the current snapshot. There is no save-as-old-version. So this is a 
one-way road. Please add a big, fat warning about this incompatibility 
issue in README and INSTALL. Maybe a dialog on first start-up would be a 
good idea too.
