gEDA-user: Improved usability of the lock tool

pcb feature request:
The lock tool would be much more usable if it allowed to set or unset the 
lock flag rater than always toggle it. Suggestion: Use keyboard modifiers 
for other modes of (un)locking
  * [left-mouse-click] --> toggle lock flag of object under mouse
  * [shift-left-mouse-click]  --> set lock flag of object under mouse
  * [ctrl-left-mouse click] --> unset lock flag of object under mouse
If the object under the mouse cursor is selected, all selected objects 
should receive the chosen lock action.
