Can you give the name and path to the footprint?
I also use Version 20081128, and never manage to see problems when
rotating.
How do you insert the footprint -- via gsch2pcb script or with PCB
library dialog?
You wrote about 0603 and silk -- most 0603 shipped with PCB seems to
have no silk outline?
In any case, you may try another 0603 variant -- maybe from
http://www.luciani.org/geda/pcb/pcb-footprint-list.html
or
www.gedasymbols.org
One idea: Have you selected "Settings/Only names" from menu? This fixes
the body of the footprint, you can only rotate the text.
