	Yes, there is a README on how to do it.  You can find it in the
top level directory in geda/devel CVS repository.   The file is called
README.win32  Those instructions are for 20020527, however, the i18n
support is a new wrinkle and I don't know how well that will build/work
on mingw.  Be prepared for a little pain. :-(
