The closest public license tool is Blender 3D used with caliper plugin,
and grids. And it isn't even a straight comparison -- video game
animators use it
to create characters/creatures and landscapes.
Freecad is no where near solidworks.
Many Blender 3D folks don't even scale their creations as they go.
They make things then stretch them. That doesn't help get much made at
a machine shop though.
I'm planning some to scale house design drafting soon with blender.

shows how parametric links can be made to create families of objects.
I know enough python to get results with this approach.
