gEDA-user: import: new element drop point

Ok, I got sick and tired of pcb putting new elements right on top of
my MCU chip where they're hard to select, so I "fixed" it.  The *.pcb
now stores a preferred location for new elements to be created at, as
well as a "dispersion" amount so they don't all show up in exactly the
same spot.

Settings->Import Settings  (unless you have a local *pcb-menu.res)
