A layer that is insulator would be good for printed conductive traces,
printed resistors that use insulator printed between.

So you can specify with more than just a note to the fabber, define them
as a layer with DRC's and tell them to fab additively like silk screen.
It could be done with the simple addition of silkscreen2 layer
with same properties as silk.  Insulator might need some minor  DRC
differences from silk, but allowing a little overlap of
pads is all I can think of so far.
