I have the same symptom: I dicovered it is realated to /dev/ppp the
device independent PPP driver.  Strnagely Isee the device when doing a
cat /proc/devices on the PII I have at work but not in the K6 I use at
home so my guess is that the 586 kernel lacks some drivers who are
present in the 686 kernel.
