new PHP functions for dynamic forms

Just a FYI, I've added to the CVS tree a number of functions from
phplib-7.2 (that are already sourced via functions.php3) for creating
dynamic forms in PHP.  If you're familar with the Perl CGI.pm module, same
basic thing.

I've also uploaded the relevant documentation into PowerSteering.  See
sec. 5.3 of the "Functions for Forms" document.  You can see the select
(drop down box)  function in action in search/advanced_form.php3.
