PHP was done in the same way.  For that matter... we are developing in a similar
fassion... we aren't releasing devel specs to the public yet.  A lot of people wait
to do a public release until the product is usable.

If you read deeper, zend will have a commercial side to it.  But, the commercial
side will be for commercial users only... zend itself will be released as
freeware/gnu.
