I still have problems with this.  As a repository, do we want to have to:

1) Strip the lic statement and replace it with a pointer to the full text
of the lic?

2) Keep track of what articles are under this or any specific lic?

Using a particular license should not create work for people.  What RMS is
currently proposing creates work and issues for everyone involved.
