ObjectLinkRef & flags

I know ObjectID is the target and LinkObjectID is the link.  In ln terms:

ln -s ObjectID LinkObjectID

so my question is in terms of linking articles to other categories, which
is which? Is the Article linked to the Category or the Category linked to
the Article???

Can Cats/Apps be linked to other Cats/Apps?
