PHP & MySQL updates

Looks like MySQL has a new version: 3.22.19a (which is the latest
"recomended version)

PHP too: 3.0.7

I'll let Jason upgrade MySQL is he wants.  If there's concensus on PHP,
I'll do that.  (Since I don't know PHP I have no opinion, other than it
appears to have bug fixes which are generally a good thing.)

Anyone else think a IRC chat is needed soon?
