I don't think apache supports .htaccess files in the cgi directories.  Unless
mod_perl does, I don't think it will work this easily.

The way I understand it mod_perl scripts are not like cgi's, they are more
like php, in which case, do we even need/want to put these in cgi-bin,
should we put these in the document dirs like php scripts?
