.htaccess in public_html, etc.

.htaccess is not turned on in home directories, it looks like AllowOverride
would need to be set to turn it on for them.  Anyone know of any reasons we
shouldn't turn this on?

I also noticed that global.css, for example, is called as /global.css, making
it a pain to go through and change that stuff to work from the user
directories.  Undoubtedly there will be further annoyances and such to do
these things.  No one would know any easy way to set it up so that
syntax.users.linuxkb.org, for example, would bring up the user instead of
linuxkb.org/~syntax, would they?
