CVS breakage for render.php3 on localhost

Daniel/Jason,

You know how we made render.php3 have a bunch of placeholders.  Well now
if you have a local development env. it don't work anymore for non root
URL's like:

http://localhost/kb/render.php3?op=1.3&oid=3&type=3&act=1&si=History(1:5)

Yeah, sure I can copy the real render.php3 over, but then when I commit
the code it will replace the placeholder with the php code.

Suggestions???
