There's no need to upgrade, unless pre26 is broken for you.
pre27 should be compatible with pre18-26.

Note that 'make install' will clobber your torrc, so back it up if you've
changed it.

Bugfixes:
  - Allow internal tor networks (we were rejecting internal IPs,
    now we allow them if they're set explicitly).
