Comment:

 NoScript allows scripts by default in Tor Browser. Could you give an
 example for HTTPS Everywhere not upgrading every request when possible?
 Clicking at the HTTPS-Everywhere icon in the toolbar on different sides
 seems to indicate that it indeed is doing upgrades...
