 In the past the title of blog posts announcing a new Tor Browser release
 were named `Tor Browser x.x.x is released`. Steph suggested changing it to
 `New Release: Tor Browser x.x.x`, which will also change the URL of the
 posts. So we need to update the URL we publish in the `update_responses`
 files.
