Have you measured the ''usual'' percentage of circuits failing?
IIRC, someone in IRC was tracking his own circuit failure rate, and I
vaguely remember 30% of his circuits failing. It might be a good idea to
do some research on how and why our circuits are failing before deploying
the change of this ticket.
We might also want to make the percentages configurable, so that users can
tweak them depending on their paranoia.
