 I agree with you that removing the "New Identity" button from the onion
 menu at this point was a mistake, especially without guidance for our
 users on how to find it. We corrected that in #27663 which is included in
 the upcoming 8.0.1 and 8.5a2 release.

 Once the button is on the toolbar, yes, you can use the customization
 option to move it where you want to have it. Right now that's not
 possible, though.
