Sounds like this user isn't in "debian-tor" group, if you're on Debian.

Note that I'm getting the "rewritten" (last year's GSoC) tor-weather
into shape for deployment, and it no longer requires a Tor (using
OnionOO instead). This is on "develop" in github.com/meejah/tor-weather
and has a Vagrant environment for testing if you're interested in
Weather development.

There's some redundant code, and the docs aren't in great shape (yet!)
but the vagrant instructions should work.
