[tor-project] CollecTor 1.18.0 released

Hi,

I have released CollecTor 1.18.0.

CollecTor fetches data from various nodes and services in the public Tor network and makes it available to the world.

The latest changes:

Medium changes

 * Medium changes
   - Keep overload-* lines unmodified in sanitised bridge descriptors.
   - Introduces a new module to archive bridgestrap results.
   - Update metrics-lib to 2.18.0.
