[tor-project] CollecTor 1.18.1 released

Hi,

I have released CollecTor 1.18.1.

CollecTor fetches data from various nodes and services in the public Tor network and makes it available to the world.

The latest changes:

 * Minor changes
   - Extract published timestamp for bridgestrap results in the indexer
     task.
